The Various organs at different times in different spatial limits adopted regulations. The purpose of their adoption are also uneven. This situation cannot help but have influence on the nature of existing by-laws provisions and the laws themselves, which in some cases come together in conflict. For this purpose, the systematization of normative legal acts – organize, bring the documents in a certain order (system).

Structuring is necessary to ensure the availability of the legal framework and ease of handling. Systematization of legal acts allows to eliminate ineffective and outdated provisions. The ordering of provisions contributes to the resolution of legal disputes, eliminate the gaps.

There are different types of systematization of legal acts:

  1. Incorporation. This form provides for the consolidation of provisions into the collection without making changes to their content. Each act is retained independent legal significance. The incorporation can be carried out in accordance with the chronological (based on the time of the adoption of the regulations), subject (subject themes) and other principles. This systematization of legal acts is considered the simplest. Incorporation are divided into informal and formal. The latter should include the Collection of laws. Informal incorporation include collections of provisions for the legal industry, which are published for educational purposes. For such materials to refer to, for example, when litigation is impossible.
  2. Consolidate. Systematization of legal acts in this form involves combining several of the provisions without altering their substance in one act. Each of the provisions loses its independent meaning in the legal sense. In this case, the systematization of legal acts shall be based on the relevance of documents to a single occupation (e.g., education, health, etc.). Consolidation is considered the most universal form of structuring It combines the characteristics of incorporation and codification. This form of systematization applied in an intermediate stage.
  3. Codification. This form provides for the pooling provisions in amendments to their content in a logically unified document. The codification eliminates obsolete material and contradictions in the provisions. Along with this, a new order of behavior, ensured the consistency of the rules, formed consistency. In this regard, the codification is considered the most time-consuming and complex method of organizing. This form of ordering may be universal. Codification involves the processing acts in accordance with their contents in a reasoned, systematic presentation in the new code, the law, the regulations and so on. One of the main signs of this form of rationalization is the fact that a new, codified law, is the main among the others active in this field.
