As you know, 12.05.1976 created the Moscow Helsinki group-organization dedicated to monitoring compliance with the third part of the Helsinki agreements containing humanitarian article. They include provisions on fundamental human rights the observance of which the members of the human rights movement in USSR controlled for several decades. The establishment of the group was announced at a press conference at the house of Soviet physicist Andrei Sakharov.

History

The Moscow Helsinki group (MHG) in the face of Yuri Orlov, the founder and first President, presented its objectives as follows. The organization will monitor compliance with the Helsinki Declaration in the USSR and inform all States which have signed this document together with the Soviet Union of any violations.

In addition to Yuri Orlov, the group included Aleksandr Ginzburg, Lyudmila Alekseeva, Natan Sharansky, Vitali Rubin, Malva Landa, Alexander Korchak, Elena Bonner, Anatoly Marchenko, Mikhail bernstam and Peter Grigorenko.

The Helsinki accords laid the basis for a monitoring mechanism for compliance with their requirements. Human rights organization, which consisted of only eleven members, it seemed, was not able to monitor all of the vast territory of the Soviet Union. On the other hand, the Moscow Helsinki group comprised of experienced human rights activists, who by that time had gathered a large amount of material in the affected subjects. Moreover, foreign radio stations that broadcast in the territory of the Soviet Union, constantly read the reports on the work of the Moscow Helsinki group, and she started to get information about human rights violations from all over the country. In particular, members of the organization informed the activists of Ukrainian, Lithuanian, Georgian and Armenian national movement.

During the 6 years of its existence, the group made and transferred to the West 195 reports of human rights violations in the Soviet Union. These reports contained information concerning restrictions of the right to use their mother tongue, to receive education in their native language, etc. Religious activists (Baptists, Adventists, Pentecostals and Catholics) spoke about violations of the right to freedom of religion. Citizens who were not members of any movement, reported no compliance with the third part of the Helsinki accords from which suffered either they themselves or their loved ones.

The Response

In February 1977 in Moscow and Ukrainian groups, the arrests began. One of the first detainees was the Chairman of the Moscow Helsinki group Yuri Orlov. 18 may 1978 he was sentenced to 7 years imprisonment with heavy work and 5 years of exile. The court regarded its activity as anti-Soviet agitation and propaganda to undermine the Soviet state and the system. June 21 the same year, Vladimir Slepak was sentenced to 5 years exile. June 14, Natan Sharansky was sentenced to 3 years in prison and 10 years in strict regime camp.

By the autumn of 1977 freedom were deprived of more than 50 members of the Helsinki groups. Many of them were sentenced to long terms in prison, some died before reaching his release.

Mass media in democratic countries - partners of the Soviet Union under the Helsinki agreements covered the Helsinki process and the persecution of its members in the Soviet Union and its satellite States. The public in these countries have responded to this persecution by establishing their own groups and the Helsinki committees.

The creation of the American Helsinki group was announced in December 1978. Similar organizations later arose in Canada and several countries in Western Europe. Their goal was toto stop the persecution of their colleagues and to put pressure on their national governments, they strongly demanded from the Soviet Union, the execution of the Helsinki accords.

These efforts have borne fruit. Beginning with the Madrid conference in October 1980, democratic state parties have at every meeting unanimously to voice these demands. Gradually, the compliance of the third “basket” became one of the main aspects of the Helsinki process. During the Vienna conference of 1986 was signed the additional Protocol, according to which the situation of human rights in the member state of agreements recognized by all the signatories.

Thus, the Moscow Helsinki group became the seed that gave rise to the international Helsinki movement. She had a growing influence on the content of the Helsinki process. Perhaps for the first time in the history of diplomacy, the human rights organization played such a role in international agreements. The Soviet Union was accused of violating humanitarian articles based on the documents provided by the Moscow, Ukrainian and Lithuanian groups.

In 1990, Soviet citizens were granted the right to freely leave and return to the country, stopped the persecution of believers.

The Moscow Helsinki group, which at the time of its Foundation was the only independent public organization in the Soviet Union, today plays a leading role in the human rights movement and civil society, which was formed in the Russian Federation. Today, however, it is not only on the basis of humanitarian articles of the Helsinki accords, but also with the support of the Constitution, the European Convention for the protection of human rights and freedoms and other international treaties on human rights signed by the Russian Federation.

In 2015, Lyudmila Alexeyeva for outstanding work in the field of human rights protection has received the Vaclav Havel prize. Handing over 60 000 € at a ceremony held in the Palace of Europe in Strasbourg on the first day of the plenary session of the parliamentary Assembly of the Council of Europe, PACE President Anne Brasseur said that the human rights activist, taking on the responsibility to fight for justice, inspired several generations of Russian and foreign activists. For decades, Alexeyeva was threatened, she lost her job and was forced to leave the country to have the opportunity to continue to talk about human rights violations in the Soviet Union. Now she heads the Moscow Helsinki group – liberal non-governmental organization, which is often faced with a hostile attitude, but still continues to condemn the facts of lawlessness and to assist victims.

Fighting

Recently, on the eve of the 40th anniversary of the establishment of the MHG public TV channel «Russia 1» presented the “documentary” the film, in which there had been allegations that opposition leader Alexei Navalny has received funding from British intelligence, including with the help of the Moscow Helsinki group. Was represented “documents” and “correspondence”, supposedly showing his relations with the head of the investment Fund “the Hermitage capital” by William Browder. Analysis of "materials" MI6 and the CIA have shown that they abound and actual speech errors, typical for Russian authors. The Chairman of the Moscow Helsinki group has denied accusations by state media, saying that any money from Alexei Navalny she never received any money he was given.
