The effectiveness of managerial decisions as a criterion of social partnership and social responsibility of business

Entrepreneurship plays a Central role in the development of modern economy, ensuring that the quality and effectiveness of management decisions, a measure of stability in development, increasing flexibility and adaptation of national economy to external conditions will contribute to the diversification of the economic system of the country through the development and implementation of innovative technologies. In the conditions of transformation of the traditional economy, the enterprise becomes a subject not so much economic as social relations. Therefore, the interaction of business structures and the state acquires a consolidating nature and is a combination of formal and informal principles, tools and institutions for effective management decisions, coordination, implementation of joint strategic objectives and the development of transparency. Analysis of international experience of partnership between the state and the business sector in the transition to a new type of economy allows to structure the cooperation in three directions. The first is functional, which implies the establishment and development of cooperation in areas that determine the access to factors of production and markets. The second industry that would be interpreted as the development of joint activities and programmes to improve the business climate and elimination of constraining barriers in specific sectors of the economy. And third regional, which includes the formation of development plans of individual industrial clusters.

The activity and effectiveness of cooperation of state institutions and the business sector is the social efficiency of management decisions, the social climate, stability and openness of the economy, increasing the importance of public goods. This is particularly evident in the spheres of education, science and culture. The creation of a modern legal framework for business initiative is the first task of the state in connection with the rapid expansion of new sources of information, means of communication and intellectualization of economic relations and other factors determining the efficiency of managerial decisions.

With the increasing complexity of economic development, increasing the role of non-economic elements of the system. The control of society and social responsibility of each force and entrepreneurs, and government agencies to take into account when deciding public priorities, to correlate private interests and the interests of the country.

The Effectiveness of management decisions today determine the optimal, sustainable and harmonious balance of existing interests and income. The formation and development of a new paradigm of the economy creates not just the generally accepted rules and regulations and defines such conditions of interaction of business and state, which, on the one hand, establish responsibility, and on the other enable the society to regulate the effectiveness of management decisions by the control over all subjects of economic relations, including public institutions. The balance of duties and responsibilities is not in a stationary state, and is dynamically adjusted in accordance with the evolution of society itself.

Current research in the field of social partnership point to the increased correlation between the success of functioning of the enterprise and its contribution to social development. In addition, it can be argued that social responsibility in the modern economy is becoming pragmatic. Despite the fact that the charity event is not aimed at making profit, their implementation contributes to additional benefits: build trust and reputation, a stabilization of the business environment, creating a positive image of the company.
