Sectors of the global economy: practice of application of the system of the balanced indicators in the world tourism industry

Since the beginning of 90s of XX century the concept of a sector of the world economy as tourism, aimed to ensure its sustainable development. Today it is one of the most pressing for academics and practitioners in the field of tourism. The paradigm of sustainable development, as the characteristic industry of the world economy implies the transition from a consumer model fully meet the growing needs of tourists to sustainable tourism development, considering the interests of tourists and future generations, and the ability of ecosystems, socio-economic and cultural development of local communities. Because of its long-term and comprehensive orientation, this concept has proved quite difficult in practical implementation. The world Tourism Organization (WTO) suggested the use of the plan characteristics of the industry the world economy-tourism, which would include a set of key indicators of sustainable development, encompassing economic, environmental, social and unit planning. Since these systems are subject of study and practical application of a growing number of individual tourist destinations, in entire countries and regions.

When Canada was one of the first countries issued their own national system for the analysis of this sector of the world economy and tourism indicators, this event is enthusiastically perceived by the tourism community in Canada and in other countries. The implementation of such a system of tourism indicators allowed us to assess the impact of tourism on social and cultural life of the country. The use of the system of national tourism indicators of Canada allows us to solve three main tasks:

1) the assessment of the current state of tourism industry in world economy in Canada;

2) analysis of the main trends in the tourism industry of Canada;

3) support the development of strategies for sustainable development of the industry and making strategic decisions.

Another example of successful implementation at the national level, the BSC tourism indicators is Tasmania. The introduction of the ten-year strategic plan for the development of tourism as a sector of the world economy on the basis of this system allowed for a short period to increase annually, employment in tourism by 25%, the number of tourists by 44% and receipts from tourism by 66%.

As the world experience shows that tourism development is a complex long-term task that requires the involvement of different agents of change at all levels of the management system of the tourism industry, from tourism enterprises to international tourism associations. The use of balanced scorecard allows you to focus all stakeholders on achievement of strategic goals that meet the interests of tourists, local communities, the tourism industry and the state. WTO accession opens additional opportunities to improve their own management system development of the tourism industry and statistics, which must take into account the best world experience in development of systems of balanced tourism indicators.

A Special place in realizatsii this strategy belongs to a relatively young direction in the development of the industry-agritourism. The concept of “farmhouse” is quite young and is associated with recreation in rural areas, knowledge of local life, a prerequisite of which is the respect for nature. So, it can be distinguished as a subspecies of ecological tourism as the basis of the organization based on the principles of sustainable development. Currently, the main resource of agritourism are farm and adjacent territories. You should consider the fact that the categories employed in agriculture, this type of income will be the alternative.

Not to mention such important aspects as pricing. Currently low involvement of tourism companies in product creation of rural tourism suggests that the creation of a tourist product, and therefore pricing him make the owners of estates. And, as practice shows, price does not always match the level of the provided services, which in turn is one of the limiting factors of development. We need to actively attract tourist firms to the formation of agrotur services.
