What is a volunteer?

Volunteering – activities aimed at providing Pro-Bono services to a person or group of people who are not relatives of the volunteer, without expectation of monetary reward. This phrase most accurately defines the value of volunteer activities.

Unfortunately, at the moment there is no legal definition of “volunteer”. And very often this word is used in a variety of situations. For example, volunteers call people who participate in the governmental projects and receive a monetary reward for it. Many argue that such activity is not voluntary, and is in the form of conventional wage labor. According to the above formulation, volunteers are employees who work at known facilities without payment for the acquisition of experience. However, such people are not considered volunteers.

Volunteering in Russia

Volunteer activities in the Russian Federation began in the late 80-ies of the last century. Historians claim that the volunteer movement has always existed, it simply did not have official names.

In Russia, volunteering is controlled by higher authorities and is regulated by legislation. So, in 1995 the State Duma adopted the law on volunteering, which is called "On public associations”. It defines the rights and opportunities of voluntary groups. In the same year was adopted the law “On charitable activities and charitable organizations”, which also regulates the activities of the volunteers.

Now, volunteering is very popular and even fashionable. Existing in Russia, voluntary organizations focused on youth, not occupied by family responsibilities and continuous labour. Most often, volunteer groups organized at universities. Thus, volunteers of the Russian Federation have the opportunity to apply in practice the knowledge acquired.

The problems of the volunteer movement in Russia

In recent years, volunteer activities in Russia is gaining new momentum. But despite the positive trends, there are problems that hinder the development of volunteering. So, the current economic situation of the country makes it difficult to use unauthorized labor. Even in Soviet times, the volunteering had voluntary-compulsory form. Participation in public works was compulsory for all. This approach violated the principle of voluntariness.
