 the Development of entrepreneurship in Russia beginning from the period 1864 – 1917, when regardless of the ruling power and their decrees opened an increasing number of mills and factories, employing millions of people. It was during this period, the outflow of rural residents of villages in the city. In the period were quantitative rather than qualitative development. Increased number of enterprises which in their work used an outdated, inefficient methods, but thanks to the continuous work, they still have considerable profit.

By the mid-20th century it became obvious that the development of entrepreneurship in Russia, at that time still the Soviet Union, is fully in the power of the state. In contrast to England  the Soviet, and then Russian government tried to take the reins of small and medium business in their hands. This excessive control has led to the organization of large companies – monopolies are not given a chance for life to small private firms. With the transition in the late 20th century to the system of market economy the development of entrepreneurship in Russia has received formal freedom. Since that time, the state ceased to interfere in the conduct of private business, than the situation is not much easier. To the development of entrepreneurship in Russia occurred as efficiently as possible it was necessary to create conditions in which there was healthy competition, absent excessive taxes, was formed by the legal framework.

It is Worth noting that unlike large businesses the development of individual Entrepreneurship in Russia has a long history. Its beginning can be attributed to the time of emergence of merchants. In fact, they were the first entrepreneurs.  They became famous all over the world, making such cities as Novgorod, Pskov, Kiev, and other centers of trade and crafts. Active economic activities of merchants have led to the fact that these cities by its wealth could compete with the capital.

The Abolition of serfdom was the beginning of individual entrepreneurship in agriculture, when farmers began to sell fair products. By the early 20th century, private entrepreneurs have received a bonus in the form of fixed prices for products and assistance from the state. In fact, while private trade was controlled by the retail, wholesale and  sales were subordinated to the state apparatus. The NEP became the forerunner of the Communist era, when the development of entrepreneurship in Russia stopped for several decades. It is interesting that the Communist system not only replaced this layer of the economy, but also instilled in people's heads the idea that to organize your business and live better than the rest – it is shameful and not in the Soviet. This pushed Russia in terms of economic development relative to Europe or America a few decades ago and this, when in the early 90-ies of the last century were allowed various forms of joint ventures, people just were not ready to it neither morally, nor financially.

The Realization that stand out amongst the rest and live better at the expense of private enterprise is not a shame, began to come to the Russians recently. To date, the desire to work for yourself, build your business appears with many people, but not the formation of the Institute of small and medium enterprises is destroying positive initiatives right at the root. Attempts to grow the seeds of Western experience on Russian soil often unsuccessful, because Russia is too distinctive and it features not only need to take into account and build on them, creating a programme of action.
