Penza pedagogical Institute named after V. G. Belinsky is considered the largest educational and research institution in the Penza region. In 1939 the Institute opened to a two-year teacher training of middle managers.

In 1941 on its base is created in Penza pedagogical Institute named after V. G. Belinsky. Opened two faculties: physics and mathematics, and Philology.
