What is included in the consumer basket

The State Constitution guarantees a minimum income in the form of wages for working people and pensions, allowances and other social benefits for the populations concerned. To determine the size of these payments is required to know the cost of living. This is the amount that is required to maintain health and human life. To establish size of the subsistence minimum introduced the concept of consumer basket. What does it mean?

Market basket – this is the minimum necessary set of products, services and goods, which allows to carry out vital functions and maintain the health of the person. The cost in monetary terms is the cost of living. In our country this concept was introduced in 1997, Federal law No. 134-FZ. According to him, the composition of the consumer basket is determined not less frequently than every five years.

Quantitative and qualitative content of the consumer basket established on the basis of special Methodological recommendations, developed by the government with the participation of trade unions. These recommendations define the content of the consumer basket in the country as a whole and separately for each subject of the Russian Federation taking into account local conditions and traditions, as well as the level of economic development of each region.

The Calculation is made separately for each of the three socio-demographic groups:

- the Working-age population (this includes men up to 59 years, women up to 54 years). Not included in this group invalids of 1 and 2 Gy.

- Retired (age or disability).

- Children up to 15 years.

Food and other goods that constitute the minimum required combined in groups. Their number is given in physical terms.

The Basis of the list is the food basket. Products are organized by categories, each of which set their consumption. This is the bread, cereals, pasta, legumes, potatoes, fresh vegetables and fruits, confectionery, sugar, meat and fish products, eggs, milk and milk products, butter and other fats and tea, salt, spices, and so on. Consumption rates are given in kilograms per year (eggs – in pieces) for each of the three groups separately in the form of a table.

In addition to the products, the basket is composed of a set of services and nonfood products. The clothes, shoes, underwear and hats, fancy goods, and stationery, household goods, medicines and basic necessities. For each type of product is a minimum required number of pieces (shoes-pairs) to the normative period of depreciation in years. Thus, the number of items of clothing for the working population installed in 3 pieces for a period of 7.6 years, for pensioners - the same amount of 8.7 years. Shoes both put on 6 pairs (working on 3.2 years, retired for 3.5 years), etc.

The Cost of medicines and sanitary materials scheduled as a percentage of total non-food expenditure and make up for working group - 10%, for pensioners - 15%.

The Consumer basket includes the costs for payment of housing services according to current regulations, the transport (measured in the number of trips per year), cultural services (their value is set at 5% of the total cost of services).

Despite prescribed in the legislation a mandatory review of the composition of the consumer basket once every 5 years, maintenance for 2011-2012 has not changed compared to 2006. Experts explain this by the necessity of introduction of new normative-statistical method of calculation, which will be introduced in 2013. It is intended to eliminate the difference between planned and actual levels of consumption of goods and services and to provide greater autonomy to the regions.
