At the initial stage of its existence, transport inspection was to form a staff of qualified employees and professionals. Their duties included addressing the organization structure of the industry, the creation of databases of car ownership, the number of rolling stock in the whole of the Russian Federation and its subjects in particular.

Thus, by the beginning of 1992, the transport Inspectorate was functioning in full. Its structure was organized by the division of inspection and licensing of rolling stock, the departments of road management, as well as such necessary departments as accounting and financial accounting.

Functions and tasks of the bodies of the transport inspection

As developed a market economy in Russia transport inspection found a wider range of tasks and functions. However, as the most important among them should be allocated as follows:

- development and approval of rules of the admission of newly registered economic entities in the field of motor market;

- licensing of the activity;

- monitor the implementation of transport requirements in accordance with the issued license, as well as the existence of the right of application of sanctions for violation of these requirements in accordance with applicable law;

- analysis of maintenance of the rolling stock.

Road transport Inspectorate performs its functions on such three areas: control of the entities and on line checking of complaints from businesses.

Results of the inspection work

As mentioned above, the history of this state body has more than 20 years. Even in the first years of existence, the result has been significant reduction of accidents on the roads. Of great importance in the achievement of such positive aspects had such an efficient tool of licensing. This is a mandatory rule forcing the licensee, who came in this business to ensure that all internal systems designed to prevent the occurrence of accidents and to improve the quality of transport services. In other words, the carrier should have high skilled drivers, officials, certified in a special manner to fulfill all licensing requirements with a view to maintaining traffic safety on the roads.

Interaction of transport inspection and tax service of the Russian Federation
