In 1709 the city was part of the Azov province. Six years later, Voronezh became the center of the province. And in 1725 it was named for this city. In the second half of the eighteenth century in Voronezh opened a school, pharmacy, hospital, home for the disabled.

As you know, in this era of the city's buildings were mainly wooden. And because the fires had been frequent. After one of them, by decree of the Empress, began construction of Voronezh under the new plan. Under Vasily Chertkov, who was appointed by the Governor from 1782, was carried out a complete redevelopment of the city. The history of Voronezh in the early nineteenth century linked to the development of cultural life. Theatre was opened, began a regular publication of Newspapers.

In 1905 in Voronezh and other Russian cities started rioting. One of these days even the martial law was declared.

In 1926, in Voronezh held a telephone dial and opened the first tram line. In 1934 the city became the administrative center of Voronezh oblast.

In the twenties in the province, as well as throughout the country, the process of formation of new administrative-territorial units. Namely – the village councils, which, in turn, formed around the authorities with the appropriate name. Their number in the last year of the Voronezh province has reached 1147 units.
