Misharin Alexander Sergeevich was born on 21 January 1959 in Sverdlovsk. His father was a railroad man, and this determined the choice of professional paths the boy. He decided to continue his father's work after school, Alexander goes to the Urals Institute of railway transport. In 1981, he graduated from high school and receive a diploma.

After graduation Misharin is supplied to the Sverdlovsk railway. Vast professional experience has allowed Misharin in 1998 to become Deputy Minister of Railways of Russia Nikolai Aksenenko. His sphere of responsibilities in this position was to ensure communication in the system of Railways.
