The powers of local authorities

The Constitution of our country, the anniversary of which is celebrated this year, largely unique to us. The uniqueness of this lies not only in the fact that for the first time in its history, Russia was officially recognized as a democratic and legal state, but that a special role in the construction of this state is given to the bodies which are most directly exercise the management of local territories.

Local government is a complex interaction of institutions and mechanisms that allow residents of a particular village or town, either directly or through their representatives to control the education, to solve local concerns of each specific resident questions and participate in the development process of their village, town, city.

In addition, do not forget that, based on the provisions of the Constitution, jurisdiction and powers of local government, regional authorities and Federal Center very clearly delineated. Examining the powers of local authorities, for a more detailed analysis should be divided into political, economic and socio-cultural. The first group includes the responsibilities of local authorities to ensure the participation of the population in the municipality, as well as the need to maintain public order and legality in the area. Economic powers of local governments include, on the one hand, the right to control those land plots, enterprises, buildings and structures, which are in municipal ownership, and on the other, assistance in the development of local business and entrepreneurship. Finally, socio-cultural powers include the duty of local authorities in maintaining and multiplying the local cultural heritage.
